BBSs that ran programs like this did not concern themselves overmuch with L.U.D.O.s (Logon, Upload, Download, Off). They encouraged it-- warez and file transfers were the name of the game. No credit systems, no hidden files, just your disk drive, our files, and the good old Punter protocol.
64 Exchange also seems to have either a myriad of copycats and people who took it upon themselves to work on it, or Mr. Tingler (who may or may not be the original author for that matter), had many aliases. Heck, even this program has the name "John Collins", as its author when you type "VER" for version from the menu. As you'll see back on the BBS index page, there are also several 6485s, and 6487s, all by seemingly different authors. I'd dearly like to know how this came to be. Was the source generally available? Who knows?
Anyway, 6480 and its like are not known for options, or fancy offline editors. A simple ONLINE setup program makes your entire system go:

Of course, the Local SysOp menu didn't have Upload/Download
As I said above, there's not much here. All the fun seemed to be in the building of a real BBS from this basis by other authors.
